Several factors make the recent collapse in tranatlantic cooperation surprising. The crisis came on the heels of the alliance's renaissance in the 1990s. Following deep initial differences over Bosnia at the strart of the decade, the United States and europe came together to stem the bloodshed in the balkans in 1995 and again in 19999. Meeting in Washington in the Spring of 1999, North Atlantic Treaty Organization leadrers pledged to recast the tranatlantic relationship to make it is as good at dealing with the problems of the next 50 years as it was in dealing with those of the last. September 11, 2001, attacks, has opened eyes in both in the United States and europe to those problems and may have heralded the beginning of a dangerous century.
